UserBanStateListener

Listener notified of the ban state of a user account (decision 19. 10. 2026: the public content of a banned user disappears from the website, the profile only says the user was banned).
The System module must not reference Bazaar or Comcat, so a module that owns user content implements this interface (on its manager) and hides or restores the content in its own tables. Called with the resulting state, not the transition: it must be idempotent (re-saving a banned account notifies again). Listeners are found by UserBanStateListenerRegistry.
