VAT id evidence history: `api/system/vat-id-check/history`.
Internal only (no action*(), like VatIdCheckVerifyTrait). RBAC :Api:System:VatIdCheck:history is admin
only: the rows carry the admin evidence notes and usernames. Read only, never calls VIES.
vatId = VAT id, or the registration number of a non-EU business; countryCode = address country. A non-EU
address country reads the business evidence (manual "prove the company") - see
VatIdCheckManager::resolveEvidencePair().
