Outcome of the VAT id policy for one resolution / verify call.

verified is the only thing the rule table uses (EU_B2B requires it). valid is the raw answer of the used check (null = VIES unavailable / no check), checkId references the evidence row. onlineChecks = the caller's remaining online VIES checks after this call (set by VatIdCheckManager::verify()). outageCheckId = the evidence row of a VIES outage during this call (OV5 K4.3) — the snapshot column customer_vat_id_outage_check_id; checkId then points to the check that decided (if any).
