A file defect that cannot be assigned to a single item: the file as a whole is unusable (the job goes to state `invalid`).
Covers a missing or wrong version, doctype or external entity, encoding other than UTF-8,
invalid XML, an unknown tag above the <product> level and xsd failure. Defects inside a card
never reach here: ImportStructureIssueDto carries
them as a hard item error, so one typo does not fail the whole file.
